Honolulu-Pacific Federal Executive Board Gets a New Website!

Federal Executive Board, Honolulu-Pacific SealAloha FEB Members, Alternates, and HR Associates,

The Honolulu-Pacific Federal Executive Board website, which had been off-line for over a year due to security and technical obsolescence issues, has recently been rebuilt and is on-line again.  The new site is now hosted on a secure platform and meets all current security and privacy standards for federal government websites.

Web forms to allow federal agencies and individuals to sign up for the HPFEB emergency notification system, under the Emergency Preparedness tab.

Agency representatives can also use the Agency Contact web form to update agency leadership information for the HPEB Membership Directory.

HPFEB Primary and Alternate members (typically the agency head and deputy) can request portal log-in credentials for HPFEB documents not published on the public domain by clicking the Log-In tab.

Dedicated pages for federal employee retirement planning and pay and benefits resources, with external links to appropriate OPM web sites, under the Workforce Development and Support tab.

RSS feed capability for the announcement and events sections which can be configured for email and browsers, subject to local user policy.

The intent is that the site is used as the primary way to disseminate information of interest to federal agencies and employees, reducing the need to distribute multiple files to large distribution lists as has been recent practice.

GSA Acquisition Training for Federal Agencies – Tuesday, July 12, 2016

This training will be offered in two sessions on Tuesday, July 12, 2016 in the first floor training room of the District Court of Guam.

Session 1: 9:00 a.m. – 11:30 a.m.

  • Acquisition Gateway (9:00 a.m.) - This class is about the government-wide category management initiative and will provide a live demonstration of the new Acquisition Gateway that enables our acquisition customers to better align their purchasing to this new initiative. We’ll walk you through the registration process and then the various features of the website that puts key acquisition tools right at your fingertips. You won’t want to miss this presentation!
  • Assisted Acquisition Service, OASIS, and GWACs Overview (10:00 a.m.) - This class will be presented to all acquisition professionals, program/project managers, and Contracting Officer Technical Representatives (COTRs) seeking a basic overview of GSA, Assisted Acquisition Services (AAS), the GSA One Acquisition Solution for Integrated Services (OASIS) program, and the GSA Governmentwide Acquisition Contracts (GWACs). Attendees will get additional information on how to obtain a Delegated Procurement Authority (DPA) for OASIS and the GWACs.

Session 2: 1:00 p.m. – 4:00 p.m.

  • GSA Advantage!®​ (Green) – The Basics (1:00 p.m.) - GSA Advantage!® offers the most comprehensive selection of approved products and services from GSA contracts. The newest version of GSA Advantage!® simplifies searches, adds a services only search feature, includes standardized descriptions and item numbers, and more closely resembles other commercial shopping sites. This course will take attendees step-by-step through the processes of registering, searching products and services, using and storing payment information, creating and forwarding shopping carts, and ordering and obtaining status and history reports.
  • Experience GSA eBuy (2:30 p.m.) - Join the tens of thousands of buyers who have streamlined their procurements with eBuy. eBuy is GSA’s online Request for Quotations (RFQ) system designed to simplify the entire competitive acquisition process. Federal buyers use eBuy to create requirements for complex services or products, compete those requirements among the MAS, GWAC or BPA vendor community, receive and evaluate quotes, and make award notifications online. There were over 70,000 RFQs posted to eBuy in fiscal year 2015. This course is designed to teach federal buyers exactly how to use the system. Key topics range from usage statistics and source selection, to RFQ preparation, quote evaluation, and award notification. Focus will also be given to features exclusive to the latest version of eBuy. These include intelligent category selection, the ability to request quotes from BPAs, and the ability to watch RFQs.

Please note the location of the training is at the US District Court of Guam. Please have proper identification and plan accordingly. Cell phones are not permitted.

Modernization of the Combined Federal Campaign (CFC)

Subject: Status of the New CFC Rule Implementation

Dear Combined Federal Campaign (CFC) Stakeholder:

The Office of Personnel Management (OPM) has determined that the best way to ensure the successful implementation of important new regulations to modernize the CFC is to make the rules effective for the 2017 CFC campaign. OPM is working with Office of Information and Regulatory Affairs (OIRA) to change the effective date of the rule from January 1, 2016 to a future date (e.g. January 1, 2017).

The new effective date for the CFC regulations will ensure that the tools needed to put these reforms in place – including the pivotal online charity application and donor pledging systems -are thoroughly tested and fully operational before being made available to charities and donors. The current regulations governing the CFC, set forth at 5 CFR §950, will remain in effect for the 2015 and 2016 campaign periods.

The Office of CFC will follow-up with representatives of Local Federal Coordinating Committees and Principal Combined Fund Organizations in the coming weeks to answer any questions they may have.
